Fair Regulation
Fair Regulation
Introduction
The Pennsylvania Hemp & Cannabis Guild is dedicated to promoting smart, fair, and transparent regulation that protects independent businesses and consumers alike. We believe good policy starts with understanding — and that the people shaping hemp and cannabis legislation must hear directly from those who live it every day.
Challenge
Large multi-state operators (MSOs) and corporate lobbyists are pushing for laws that fold hemp into restrictive marijuana frameworks — threatening the survival of local retailers, growers, and manufacturers.

“Fair regulation means safe access, not corporate control.”
Problem
Across the country, well-intentioned legalization bills have sidelined hemp. Misguided legislation can erase small businesses overnight, forcing farmers and manufacturers into compliance systems designed for high-THC cannabis and dominated by large corporations.
Solution
Advocacy at the Capitol: Providing education and testimony to ensure hemp’s voice is heard in every committee room.
Policy Development – Working with legislators to shape laws that balance safety, commerce, and access.
Transparency & Accountability – Tracking key bills and informing members before new regulations are finalized.
Proactive Response – Mobilizing the community to counter misinformation and protect fair market access.
